Founding Partner

Clark R. Shaffer

Clark is the founder of the firm, established in 1986. Clark began his legal career in 1978 as a judicial clerk to Judge Donald J. Gilmore, Circuit Court for Carroll County. Prior to starting the practice, Clark served as Deputy County Attorney for Carroll County. He received his undergraduate degree from the University of Maryland Baltimore County in 1974 and his Juris Doctorate from the University of Maryland School of Law in 1978, where he was awarded the American Jurisprudence award for achievement in the area of Real Property.

Clark has spent the majority of his career representing property owners and developers in Carroll County with various real estate and land use issues and has a respected reputation in the land use field. He is also experienced in handling real estate transactions.

Stacy P. Shaffer

Stacy is wife to Clark and joined as a partner at the firm in 2015. Stacy began her legal career in 1986 as an associate with James W. Davis, Esquire handling real estate matters. After taking several years off from the active practice of law while her children were small, Stacy returned to work in the Circuit Court for Carroll County as law clerk to the then administrative family law magistrate. Stacy received her undergraduate degree from Western Maryland College in 1983 (she was inducted into Phi Beta Kappa while at WMC) and her Juris Doctorate from the University of Maryland School of Law in 1986.

Stacy is an integral part of the firm’s real property work and handles the title work for the firm. She also brings her family law knowledge and mediation training to the firm and offers domestic conflict resolution.

Kelly Shaffer Miller

Kelly is the daughter of Clark and Stacy and after beginning her legal career in family law, joined as partner at the firm in 2015. Kelly received her undergraduate degree from St. Mary’s College of Maryland in 2011 and her Juris Doctorate from the University of Baltimore School of Law in 2014. Kelly lives with her family in Carroll County and enjoys spending time with her husband and two kids.

Kelly handles most of the firm’s zoning, liquor board and administrative appeals cases, appearing often in administrative cases before local Commissions and Boards.

Matthew E. Hurff

Matt graduated from McDaniel College in 2003 with a degree in English, and he received his law degree from the University of Baltimore in 2006. Prior to joining Shaffer, Miller and Hurff, LLP , Matt clerked for Judge William O. Carr, and then worked in private practice for fifteen years as a partner at Love, Fleming, Bearsch & Hurff, LLC. Matt and his family live in Carroll County. He is involved in the sports and activities of his children, and coaches baseball with the Hampstead Lions Club. Matt has been honored by SuperLawyers magazine each year from 2019 through 2023.

Matt’s practice areas include land use, zoning, and liquor board matters as well as estate planning. Matt additionally maintains an appellate practice and boutique family law practice.

Operations

Katie Shaffer

Katie is the youngest daughter of Clark and Stacy. She graduated with a B.A. in Psychology and Political Science from UMBC in 2014 and has eight years of prior experience as the Marketing Manager at two Baltimore-based Mechanical/Electrical design engineering firms. She handles the firm’s billing and general administrative operations.
